Speaker Biography
Known as the “People’s Bishop,” Dr. Parnell M. Lovelace, Jr. is widely recognized as an apostolic strategist, communicator, teacher, and progressive faith leader. Throughout his ministry and public service, he has become known for bridging spiritual leadership with social science. As a result, his work reflects an inclusive approach that engages people across communities, particularly individuals with limited resources, youth, adults in later life, and those often underserved or overlooked.
Bishop Lovelace is held in high esteem both regionally and globally for his character, integrity, and life-transforming teachings. Raised in Sacramento, California, he was mentored by Pastor Willie P. Cooke of Shiloh Baptist Church, District Elder Robert Holman, Sr. of Christ Temple Apostolic Church, and Pastor Jack W. Hayford of Church on the Way. Building on this foundation, he founded Center of Praise Ministries in 1989, where his leadership continues to support faith-based community engagement.
Academically, Dr. Lovelace has pursued a lifelong commitment to learning. His education includes an Associate in Arts degree from American River College; a Bachelor of Arts in Social Work from Oral Roberts University; a Master of Arts in Social Work from the University of Oklahoma; a Master of Arts in Practical Theology (High Honors) from Oral Roberts University; and a Doctor of Ministry from Talbot School of Theology at Biola University. He earned his PhD in Intercultural Studies from Biola University in 2021.
Beyond the classroom, Dr. Lovelace has received numerous honors, including induction into the Martin Luther King Jr. International Board of Preachers and Collegium Scholars at Morehouse College, as well as the Key to the City of Rancho Cordova for his leadership in developing the Rancho Cordova Youth Center.
Today, he serves as Interim President of Jessup University and as an adjunct professor at Talbot School of Theology, where he leads the African American Ministry doctoral program. Through each role, he remains committed to developing ethical, service-driven leadership.
